    Yet residents of compact urban centers, David Owen shows, individually consume less oil, electricity, and water than other Americans. They live in smaller spaces, discard less trash, and, most important of all, spend far less time in automobiles. Residents of Manhattan--the most densely populated place in North America--rank first in public-transit use and last in per-capita greenhouse gas production, and they consume gasoline at a rate that the country as a whole hasn't matched since the mid-1920s, when the most widely owned car in the United States was the Ford Model T. They are also among the only people in the United States for whom walking is still an important means of daily transportation. These achievements are not accidents. Spreading people thinly across the countryside may make them feel green, but it doesn't reduce the damage they do to the environment. Fighting Traffic: The Dawn of the Motor Age in the American City

    By 1930, most streets were primarily a motor thoroughfares where children did not belong and where pedestrians were condemned as "jaywalkers." In Fighting Traffic, Peter Norton argues that to accommodate automobiles, the American city required not only a physical change but also a social one: before the city could be reconstructed for the sake of motorists, its streets had to be socially reconstructed as places where motorists belonged. He finds that pedestrians and parents campaigned in moral terms, fighting for "justice." Cities and downtown businesses tried to regulate traffic in the name of "efficiency." Automotive interest groups, meanwhile, legitimized their claim to the streets by invoking "freedom"--a rhetorical stance of particular power in the United States. Plutopia: Nuclear Families, Atomic Cities, and the Great Soviet and American Plutonium Disasters

    To contain secrets, American and Soviet leaders created plutopias--communities of nuclear families living in highly-subsidized, limited-access atomic cities. Fully employed and medically monitored, the residents of Richland and Ozersk enjoyed all the pleasures of consumer society, while nearby, migrants, prisoners, and soldiers were banned from plutopia--they lived in temporary "staging grounds" and often performed the most dangerous work at the plant. In four decades, the Hanford plant near Richland and the Maiak plant near Ozersk each issued at least 200 million curies of radioactive isotopes into the surrounding environment--equaling four Chernobyls--laying waste to hundreds of square miles and contaminating rivers, fields, forests, and food supplies. Because of the decades of secrecy, downwind and downriver neighbors of the plutonium plants had difficulty proving what they suspected, that the rash of illnesses, cancers, and birth defects in their communities were caused by the plants' radioactive emissions.
