The language they use to describe their objectives is qualitative--"sustainable," "livable," "resilient"--often with no link to measurable outcomes. The tragedy of traffic violence has barely registered with the media and wider culture. Disproportionately the victims are like Duarte-Rodriguez—immigrants, the poor, and people of color.
