Order Without Design: How Markets Shape Cities

    Planners make rapid decisions that have an immediate impact on the ground--the width of streets, the minimum size of land parcels, the heights of buildings. The language they use to describe their objectives is qualitative--"sustainable," "livable," "resilient"--often with no link to measurable outcomes. Urban economics, on the other hand, is a quantitative science, based on theories, models, and empirical evidence largely developed in academic settings. In this book, the eminent urban planner Alain Bertaud argues that applying the theories of urban economics to the practice of urban planning would greatly improve both the productivity of cities and the welfare of urban citizens.Bertaud explains that markets provide the indispensable mechanism for cities' development. He cites the experience of cities without markets for land or labor in pre-reform China and Russia; this "urban planners' dream" created inefficiencies and waste. Drawing on five decades of urban planning experience in forty cities around the world, Bertaud links cities' productivity to the size of their labor markets; argues that the design of infrastructure and markets can complement each other; examines the spatial distribution of land prices and densities; stresses the importance of mobility and affordability; and critiques the land use regulations in a number of cities that aim at redesigning existing cities instead of just trying to alleviate clear negative externalities. The Battle of Lincoln Park: Urban Renewal and Gentrification in Chicago

    Historic neighborhoods in Detroit, St. Louis, Cleveland, and Chicago were wiped off the map so that middle-class whites could flee for the suburbs on a highway. Deindustrialization, racism, and urban renewal were joining forces to send the Midwest’s proudest cities on a decades-long path of decline. But just north of Chicago’s Loop, the story was different. Artists and countercultural types — and increasingly young professional whites as well — were buying old homes and renovating them in a recently renamed neighborhood: “Old Town.” In 1958, the Chicago Tribune introduced the neighborhood to its readers as “Chicago’s Left Bank,” a bohemian paradise. Soon, affluent suburbanites were taking the train into the city to visit the cafes and bookstores on Wells Street. Some of them even moved in. But as Old Town’s popularity grew, so did its housing prices. Meanwhile, urban renewal projects under the name of “slum clearance” demolished much of the cheapest housing. By 1973, the paper reported that “skyrocketing rents” had chased the bohemians north, to a neighborhood they renamed “New Town,” where they told stories of what had been lost on Wells St. and swore they wouldn’t let it happen again.Today, almost fifty years later, what happened on Chicago's North Side usually goes by the name “gentrification.” But though few changes to the urban environment get more attention, researchers and neighbors still debate exactly what changes when a neighborhood gentrifies, why, and what role both newcomers and established residents play in shaping that change.This will be the first book to critically examine the history of Old Town as the beginning of a process that fundamentally transformed what kind of city Chicago is. It tells the stories of those who first began “upgrading” homes in Old Town, why they moved there, how they used both private activism and leveraged public policy to remake the neighborhood to their own tastes; and how both these newcomers and older residents struggled against competing forces to preserve what they valued in Old Town—and why so many of them felt that they lost.

From institutional and official to informal and spontaneous, the reading programs all use public space, distribute creative writing to a mass public, foster collective rather than individual reading, and provide access to literature in unconventional arenas.The first international study of contemporary print culture in the Americas, Public Pages reveals how recent cultural policy and collective literary reading intervene in public space to promote social integration in cities in Colombia, Argentina, Brazil, Mexico, and Chile. Marcy Schwartz looks at broad institutional programs such as UNESCO World Book Capital campaigns and the distribution of free books on public transportation, as well as local initiatives that produce handmade books out of recycled materials (known as cartoneras) and display banned books at former military detention centers. Promises of the Political: Insurgent Cities in a Post-Political Environment

    Activists and scholars have developed the concept of post-politicization to describe the process by which "the political" is replaced by techno-managerial governance. If the political domain has been systematically narrowed into a managerial apparatus in which consensual governance prevails, where can we find any possibility of a new democratic politics? Swyngedouw examines this question through the lens of recent urban insurgencies. In Zuccotti Park, Paternoster Square, Taksim Square, Tahrir Square, Hong Kong, and elsewhere, he argues, insurgents have gathered to choreograph new configurations of the democratic.Swyngedouw grounds his argument in urban and ecological processes, struggles, and conflicts through which post-politicization has become institutionally entrenched. He casts "the city" and "nature" as emblematic of the construction of post-democratic modes of governance. He describes the disappearance of the urban polis into the politics of neoliberal planetary urbanization; and he argues that the political-managerial framing of "nature" and the environment contributes to the formation of depoliticized governance--most notably in the impotent politics of climate change. Finally, he explores the possibilities for a reassertion of the political, considering whether--after the squares are cleared, the tents folded, and everyday life resumes--the urban uprisings of the last several years signal a return of the political.

One in Christ: Chicago Catholics and the Quest for Interracial Justice

    Their cassocks and habits clothed the movement in sacred garments. But by the time of those protests Catholic Civil Rights activism already had a long history, one in which the religiousleadership of the Church played, at best, a supporting role. Instead, it was laypeople, first African Americans and then, as they found white partners, black and white Catholics working together, who shaped the movement- regular people who, in self-consciously Catholic ways, devoted their time, energy, and prayers to what they called interracial justice, a vision of economic, social, religious, and civil equality.Karen J. Johnson tells the story of Catholic interracial activism from the bottom up through the lives of a group of women and men in Chicago who struggled with one another, their Church, and their city to try to live their Catholic faith in a new, and what they thought was more complete and true, way. Black activists found a handful of white laypeople, some of whom later became priests, who believed in their vision of a universal church in the segregated city. Together, they began to fight for interracial justice, all while knitted together in sometimes-contentious friendship as members ofthe Mystical Body of Christ. In the end, not only had Catholic activists lived out their faith as active participants in the long civil rights movement and learned how to cooperate, and indeed love, across racial lines, but they had changed the practice of Catholicism. They broke down the hierarchythat placed priests above the laity and crossed the parish boundaries that defined urban Catholicism.Chicago was a vital laboratory in what became a national story. One in Christ traces the development of Catholic interracial activism, revealing the ways religion and race combined both to enforce racial hierarchies and to tear them down, and demonstrating that we cannot understand race and civilrights in the North without accounting for religion.
