The town hall in Waco, Texas was alive with activity. Nearly every citizen, except for the sheriff, the bartenders and the men who preferred whiskey to politics, turned out to hear Senator Rodney P. Morgan discuss his plans for building a university of higher learning just outside of town. This was a big-ticket item for the people of Waco and they had high hopes for the new school.
